Oil sludge inside the filler cap

Hello everyone! I got the oil light recently, so I had to top up the oil reservoir. While doing that, I noticed some light brown oil sludge inside the filler cap. I cleaned it, but after two weeks I noticed the same thing. I also noticed the water level being low. Should I be worried about something specific? Also, how to check the oil levels using the dip stick? Thanks!

While less likely, a faulty filler cap could be causing the problem by allowing moisture into the engine. However, this does not explain the coolant loss. Multiple issues could be causing the problem.
